The position is to be filled in the Department of Land Planning and Local Construction Law in the subject area “Basic data for development and road construction contributions”. In this area of responsibility, in close cooperative cooperation with the Building Administration Office, the basis for collecting development contributions in accordance with Section 127 ff Building Code (BauGB) and road construction contributions in accordance with Section 8 (1) sentence 2 in conjunction with Section 8a Local Tax Act (CISA) are created.

YOUR FUTURE RESPONSIBILITIES: You...

  • identify, calculate and document contribution surveys
  • compile survey, cadastral and land register documents, development plans, building loads and others as well as the building records and evaluate them
  • Take on local findings and, where appropriate, smaller measurements under contribution law aspects
  • assess the final and legal production of development plants
  • Determine the developed and therefore subject to contributions
  • calculate the distribution criteria relevant to contribution law
  • calculate the total expenditure and the contributory expenditure to be distributed for road construction measures in accordance with CISA
  • Determine the property owners or beneficiaries of inheritance who are subject to contributions, including the current addresses for the collection of road construction contributions by the building administration office
  • prepare the basic data prepared in this way using municipal management (KR) for the collection of contributions by the building administration office in writing or with program support

YOUR PROFILE:

You have successfully completed a degree as an engineer specializing in surveying (Fachhochschule diploma or bachelor). In addition to the above-mentioned degree, civil servants must have the qualification for career group 2.1 Entrance Office of the Surveying Service (formerly senior surveying administrative service).

  • have good knowledge in the area of public building regulations and building planning law
  • have knowledge of the current and historical property register and the building records archive
  • have knowledge of land registry law
  • work independently and independently, are responsible and team-oriented
  • have quick comprehension and good expressive skills
  • have the willingness to deal with extensive legislation and changing case law and to put them into practice as well as the ability to document work results carefully and conclusively for possible litigation
  • show a binding and convincing appearance towards citizens when entering land and buildings
  • have basic knowledge of development and road construction contribution law
  • have experience and good use of the Microsoft Office standard applications used in office and are willing to introduce new processes and support further developments in IT technology.

WE OFFER YOU: 


We not only offer you a financially future-proof job with all the benefits of public service, but also regular weekly working hours of 39 hours for employees and 41 hours for civil servants. The position is rated according to grade 10 of the Collective Agreement for the Public Service (TVöD) for employees or according to grade A 10 Category 2 (formerly senior service) under the Remuneration Act for the State of North Rhine-Westphalia (LBESG NRW) for civil servants. The salary range in grade 10 (TVöd-vka) from 01.03.2024 is between €3,895.33 (experience level 1) and €5,433.63 (experience level 6) for full-time employment.
