It offers a job with diverse and challenging tasks in the area of environmental and water data management for the implementation of the Water Framework Directive (WFD). For this purpose, the results of the inventory, the current management goals and the management planning measures programme must be bundled in suitable databases and reported via the electronic reporting obligation. This is used to provide and evaluate water-specific information. These flow in particular to the EU Commission (electronic reporting obligation) as editor of the WRRL and to the (professional) public as affected and implementing the planned measures to improve the condition of water bodies.

The workplace also includes the (conceptual) development of a specialist application. Within this framework, difficult and trend-setting fundamental issues must be resolved.

In addition to a focus on water management, the task structure compared to the remaining tasks in the hiring organizational unit is characterized by the fact that the clerk has the main focus on the interface function between subject aspects of the WFD and data management.

Tasks on the Workplace

  • Coordination and implementation of data management for electronic reporting obligations as part of the implementation of the European Directive EC-WFD and implementation of data reporting via WISE (WATER INFORMATION SYSTEM EUROPE), taking into account requirements within WISE and optimizing data storage and data exchange.
  • Technical plausibility and evaluation of technical data as well as close technical coordination with the NLWKN operating offices and the competent authorities in the area of surface water, transitional and coastal waters and groundwater.
  • Development of a technical concept for requirements management, which describes the professional, technical and, if applicable, legal requirements for the nationwide specialist application “WRRL Data Reporting” to be developed, which is intended to report data to WISE in the future.
  • (Further) development, optimization and maintenance of the database systems required for data exchange and reporting obligations, taking into account the technical requirements of the EU, LAWA committees, the Lower Saxony specialist groups and the organizational conditions in the NLWKN.
  • Further development and maintenance of the specialist application and interfaces to other departmental database systems in accordance with the requirements for the third management period of the WRRL and associated reporting requirements, as well as internal coordination.
  • Development of a work aid for handling/ documentation of the specialist application to be developed.
  • Research into relevant specialist applications and data storage for the implementation of the WFD in other federal states and, if necessary, improvement of possible synergy effects.
  • Provision of WRRL maps and data for the MU environmental map server.
  • Participation in Committees on the WFD and Data Management.

Applicant's requirement profile:

  • Successfully completed studies in the previously mentioned subject areas (Dipl.-Ing (FH) or Bachelor)
  • Good Knowledge of General Water Management
  • Experience in handling hydrological, biological and chemical data as well as geodata
  • Very good knowledge and experience in the application, (further) development and design of database applications (including database queries, selectors) and in ArcGIS
  • Good understanding of data management systems (DBMS) is required
  • Skills in using MS Office are required, and Microsoft Access is welcomed
  • Programming skills, particularly in the SQL database language, are desirable
  • High willingness to cooperate, team spirit, reliability as well as independent work and resilience
  • The Performance of Tasks requires communication skills appropriate to the target group and good written and oral language skills in German, comparable to language level C 1. Applications from people of all nations are welcome.
